One of the major problems with our health care system is the
inability for those with pre-existing conditions to purchase health insurance.
Currently on our federal tax return we are asked to voluntarily contribute a
part of our tax dollars to a Presidential Election Fund. Perhaps, we can also
be given the option of contributing some of our tax dollars to a Health Care
Fund which would be used to help fund catastrophic health insurance plans for
those with pre-existing conditions. The fund would be managed not by any
government personnel but by health care providers including doctors, nurses and
representatives of health insurance companies. Funds would be issued to
insurance companies who provide reasonable inclusive insurance plans that would
satisfy the coverage of those unable to acquire regular coverage. Providers who
participate would be asked to customize their charges to make the program more
cost effective. The fund may also be used in conjunction with health care
savings accounts for those who can afford some of the cost. With some tweaking
and the cooperation of all those in the health care industry, the fund may be a
good starting point to generate at least some of the funding to cover those
unable to get health insurance at this
point. Separate from the fund some form of tort reform would add to the
lowering of the costs of health care.
